    The Government of Rwanda has entered a three-year partnership with US-based AI company Anthropic to integrate artificial intelligence into public health, education and government systems.

    The Government of Rwanda has signed a landmark three-year agreement with Anthropic, the artificial intelligence research firm behind Claude, to embed AI solutions within key national systems. The partnership marks Anthropic’s first formal multi-sector government collaboration in Africa and aims to advance Rwanda’s development priorities using AI-driven tools. Key focus areas include strengthening public health outcomes — with initiatives targeting cervical cancer elimination, malaria reduction and maternal health improvement — alongside enhancing efficiency in education delivery and public administration. Under the agreement, Anthropic will provide Rwandan public institutions with access to its AI products, including Claude and Claude Code, alongside API credits and hands-on training for developer teams. The initiative also expands an existing education programme that has already distributed 2,000 Claude Pro licenses to educators, delivered AI literacy training for civil servants and deployed AI-powered learning companions across multiple African countries. Rather than positioning AI as a standalone technology layer, the partnership is designed to integrate capabilities directly into national workflows and institutional systems. This embedded model ensures that AI becomes a structural component of service delivery, policy execution and capacity building. Rwanda has consistently positioned itself as a digital-first economy, with strong emphasis on e-governance, fintech adoption and innovation-led development. The Anthropic collaboration reinforces that positioning and places the country among early adopters of sovereign AI deployment frameworks in Africa. As AI increasingly shapes healthcare diagnostics, education personalisation and administrative efficiency globally, structured partnerships such as this may serve as models for other African governments seeking responsible and scalable AI integration.
