Ethio Telecom CEO Frehiwot Tamru is moving from leading Ethiopia's biggest mobile operator into a role in government after being appointed as Ethiopia's new Innovation and Technology Minister. The appointment was approved by the country's House of Peoples' Representatives as part of a wider cabinet reshuffle on Thursday. Ethio Telecom is a state-owned telecom operator and Tamru has been CEO since 2018. Ethio Telecom has so far not made a statement about her replacement, leaving industry stakeholders to evaluate the immediate operational direction of the dominant market player following this high-profile departure.

During her eight years at the helm, Tamru spearheaded Ethio Telecom's transition from a traditional telecom operator into a broader digital-services company. The company offers fixed line and mobile services as well as broadband, mobile financial services and cloud services. Ethio Telecom has also been expanding electric vehicle infrastructure in the country, launching charging stations in the capital Addis Ababa. The company launched commercial 5G services in September 2023, though by mid-2026 over 60% of its customers were still using 4G service while about 3% had switched to 5G, according to statistics from market research company Omdia.

The leadership transition occurs against a backdrop of robust financial performance and expanding infrastructure footprints. In January 2025, the company began strategic talks with the African Development Bank to further Ethiopia's digital transformation strategy. Furthermore, Ethio Telecom reported a 47.5% rise in earnings before interest and taxes for the year ended June 30, 2026, and total revenue rose 33% year-over-year. Ethio Telecom remains by far the biggest mobile operator in the Horn of Africa nation, holding almost 87 million mobile subscribers in mid-2026 compared to Safaricom Ethiopia's 14.8 million, maintaining its massive footprint in Africa's second most populous nation.

    Why This Matters

The elevation of a major telecom executive directly into a federal ministerial portfolio highlights the deep convergence between national telecommunications policy and state-led economic planning in East Africa. When leadership from a dominant state-owned enterprise transitions into regulatory and policymaking oversight, the institutional alignment between state infrastructure priorities and legislative frameworks becomes exceptionally pronounced. This dynamic shapes how national digital transformation agendas are conceived, financed, and executed across the broader economy.

Ethiopia's telecom sector has evolved from a strict state monopoly into a competitive market following the entry of Safaricom Ethiopia, which launched its national network in October 2022 after securing a license in May 2021. Navigating this multi-operator landscape requires careful balancing between state-owned market dominance and regulatory fairness. Leadership continuity and strategic vision at the ministerial level will heavily influence how investment flows into broadband expansion, mobile financial services, and emerging digital infrastructure.

    Opportunities

    • Infrastructure Contractors: Direct engagement with state-led digital initiatives as Ethio Telecom and the Ministry of Innovation and Technology continue expanding broadband, 4G, 5G, and electric vehicle charging infrastructure.
    • Financial Institutions: Advisory and funding partnerships mirroring previous engagements with development finance institutions to support national digital transformation strategies and mobile financial services growth.
    • Enterprise Technology Providers: Supplying cloud services, cybersecurity, and enterprise networking solutions to accommodate the ongoing digital evolution of Ethiopia's largest operator and government digital platforms.
