Rockefeller Foundation Commits $10M to "Mission 300" for African Electrification
The Rockefeller Foundation has announced a US$10 million commitment to accelerate Mission 300, an ambitious joint initiative by the World Bank Group and the African Development Bank (AfDB). The program aims to bring electricity to 300 million people across Africa by 2030, shifting the focus from slow grid expansion to rapid, decentralized renewable energy solutions.
The Strategy: Strengthening "Energy Delivery Units"
The funding is specifically earmarked to build technical and operational capacity within the government agencies of at least 15 African countries.
Implementation Partner: The funds will be deployed through the Global Energy Alliance for People and Planet (GEAPP).
The "Delivery Unit" Model: Instead of just funding hardware, the money strengthens the "Delivery Units" within ministries. these units are responsible for streamlining national electrification plans, securing private investment, and cutting through the red tape that often stalls large-scale solar and mini-grid projects.
Target Countries: Initial technical support has already been deployed in Malawi and Liberia, with expansion now reaching Nigeria, Senegal, and Côte d’Ivoire.

Currently, nearly 600 million people in Africa lack access to reliable electricity. Mission 300 represents a fundamental shift in how the continent approaches energy:
The $30 Billion Goal: While Rockefeller’s $10 million acts as "catalytic capital," the World Bank and AfDB are aiming to mobilize **$30 billion** in public and private sector investment to meet the 2030 target.
Decentralized Focus: Unlike traditional coal or gas plants, Mission 300 prioritizes distributed renewable energy (DRE)—solar mini-grids and rooftop systems that can be deployed in weeks rather than years.
Productive Use of Energy: The initiative isn't just about lighting homes; it emphasizes powering small businesses, health clinics, and agricultural processing hubs to drive rural economic growth.
Regional Impact and Kenya's Positioning
While Kenya is already a regional leader in geothermal and wind energy—boasting a nearly 75% connectivity rate—the Mission 300 framework is expected to assist the country in reaching the "last mile" of the population in Arid and Semi-Arid Lands (ASALs).
The Malawi Example: In Malawi, the GEAPP-backed technical support has already helped the government launch its Malawi Integrated Energy Plan, which identifies exactly where mini-grids are most viable.
The Nigeria Scale: In Nigeria, the focus is on displacing millions of expensive, polluting diesel generators with sustainable solar alternatives for commercial hubs.
