President Ruto Breaks Ground for Devki Group’s KES 70 Billion Cement and Clinker Manufacturing Plant in Kitui County
Accelerating Kenya’s industrialization mandate and domestic manufacturing capacity, President William Ruto has officially broken ground for Devki Group’s landmark KES 70 billion cement and clinker manufacturing facility at Ngaaie in Mwingi North, Kitui County. The private sector mega-investment leverages the region’s vast limestone reserves, creating 4,000 construction jobs and over 3,000 permanent operational positions upon completion in August 2027 to substitute clinker imports and anchor Kenya as a primary net exporter of building materials across East Africa.
Kenya’s heavy industrial manufacturing landscape achieved a major milestone following the official groundbreaking of Devki Group’s KES 70 billion cement and clinker manufacturing plant at Ngaaie in Mwingi North Constituency, Kitui County, presided over by H.E. President William Samoei Ruto.
The mega-project represents one of the largest private sector industrial manufacturing investments in rural Kenya, designed to convert Kitui County's abundant limestone deposits into commercial building materials:
Employment & Economic Impact: The construction phase will generate 4,000 direct jobs, with over 3,000 permanent operational positions created upon project commissioning targeted for August 2027.
Import Substitution & Industrial Growth: By scaling domestic clinker production, the facility aims to eliminate Kenya's reliance on expensive imported clinker, conserving vital foreign exchange reserves while lowering raw material costs for regional cement manufacturers.
Export Expansion: The plant positions Kenya to transition from a net importer into a dominant exporter of cement and clinker across the Common Market for Eastern and Southern Africa (COMESA) and East African Community (EAC) trade corridors.
Speaking during the ceremony alongside Devki Group Chairman Narendra Raval, President Ruto reaffirmed the Government's commitment to unlocking Kenya's natural resource wealth, supporting local industrialists, and creating a competitive manufacturing ecosystem capable of powering regional infrastructure projects.
Why This Matters
For the national economy, Devki Group’s KES 70 billion facility serves as an Engine for Heavy Industrial Manufacturing and a Catalyst for Foreign Exchange Conservation. Producing clinker domestically reduces import dependencies, stabilizes building material prices, and strengthens local construction supply chains.
From a macroeconomic perspective, the development underscores the Sovereignty of Industrial Resource Beneficiation and Raw Material COMMAND. Exploiting indigenous mineral deposits ensures Kenya retains manufacturing value, builds industrial self-reliance, and commands regional infrastructure supply chains on its own terms.
Opportunities
B2B Industrial Engineering, Heavy Machinery & Construction Contracting: High commercial demand for EPC contractors, civil engineering firms, and heavy equipment suppliers during plant construction up to 2027.
Limestone Mining Logistics, Freight Transport & Haulage: Substantial scope for logistics fleets, bulk cargo transporters, and rail operators to transport raw materials and finished products to regional markets.
Power Supply Infrastructure, Industrial Solar & Off-Grid Energy: Project opportunities for independent power producers (IPPs), high-voltage transmission engineers, and industrial solar developers to supply heavy power to the manufacturing site.
Community Development, Vocational Upskilling & Technical Services: Openings for vocational institutes, safety auditors, and local SMEs to provide specialized technical labor and support services to the Kitui complex.
