Devki Steel Mills Files Mining Licence Application for 7,370 Acres in Taita Taveta to Feed $85 Million Voi Processing Plant

Securing raw material independence for Kenya’s heavy manufacturing sector, Narendra Raval’s Devki Steel Mills has formally applied for a mining licence covering 7,370 acres (29.83 sq km) in Taita Taveta County. Published in the Kenya Gazette on October 16, 2026, the application across 139 cadastral blocks aims to extract iron ore to feed Devki’s $85 million processing plant under construction at Manga near Voi. The move follows a resolved land access agreement with Kishushe Ranching Cooperative Society shareholders, marking a critical step toward fully localized domestic steel production.

Kenya’s industrial manufacturing infrastructure is set to achieve complete raw material vertical integration following a major regulatory filing by Devki Steel Mills, part of the Devki Group chaired by Narendra Raval.

According to an official notice published in the Kenya Gazette on October 16, 2026, Devki Steel Mills has submitted a formal mining licence application covering 7,370 acres (29.83 square kilometers) across 139 cadastral blocks in Taita Taveta County. The targeted mineral is iron ore, which will directly supply Devki’s $85 million steel processing plant currently under construction at Manga, near Voi. The Manga facility is engineered to convert indigenous iron ore into raw billets and materials for high-grade steel manufacturing.

The Gazette publication initiates a mandatory 42-day public review window, allowing affected local communities and stakeholders to submit feedback or objections. The project moves forward following the resolution of a prior land-use dispute between Devki and shareholders of the Kishushe Ranching Cooperative Society, who consented to the mining framework in February 2026.

In accordance with Kenya’s Mining Act, Devki has committed to executing a formal Community Development Agreement prior to commencing mining operations—promising local employment creation, royalty distribution, and community infrastructure investment once final regulatory approvals from the Ministry of Mining are granted.

    Why This Matters

For the national economy, Devki’s 7,370-acre iron ore mining initiative serves as an Engine for Heavy Industrial Raw Material Sourcing and a Catalyst for Foreign Exchange Preservation. Sourcing iron ore locally eliminates the need to import expensive steel scrap and raw billets, reducing supply chain volatility for domestic construction and conserving Kenya's foreign exchange reserves.

From a macroeconomic perspective, the development underscores the Sovereignty of Mineral Extraction and Heavy Manufacturing COMMAND. Unlocking indigenous iron ore deposits allows Kenya to control the entire steel value chain—from extraction to processing—ensuring local infrastructure mega-projects are built using self-reliant, domestically produced steel.

    Opportunities

B2B Heavy Mining Equipment, Earthmoving & Extraction Machinery: High commercial demand for mining equipment suppliers, crushing plants, and heavy haulage fleets to service the 29.83 sq km extraction site.

Geological Surveying, Environmental Auditing & Mining Engineering: Substantial scope for local mining advisories, environmental impact assessment (EIA) consultants, and GIS mapping experts to support site development and compliance.

Community Development Agreements, Legal Advisory & CSR Structuring: Openings for legal advisories and community engagement consultants to structure statutory Community Development Agreements and benefit-sharing frameworks.

Freight Logistics, Railway Siding & Transport Fleet Management: Project opportunities for logistics firms, heavy transporters, and rail freight operators to transport raw iron ore from Kishushe to the Manga processing facility in Voi.

Commerce, Strategy, and Sovereignty — Extractions, Insights, and Impact.
