Benue State is set to attract $250 million, equivalent to N330.4 billion, in investment for a massive 30,000-hectare National Food City Complex. Disclosed by Governor Hyacinth Alia in Makurdi during the official signing of the project agreement with Rexzodeneh Group Ltd., the ambitious initiative is expected to integrate 40,000 smallholder farmers while creating up to 20,000 permanent jobs. The project marks a definitive shift for the state, moving its agricultural sector away from the simple production of raw commodities and firmly into an agro-industrial economy anchored by processing, value addition, and local wealth creation.

Represented by his deputy at the signing ceremony, Governor Alia emphasized that the facility will seamlessly integrate agricultural production with processing, storage, logistics, energy, and markets. Describing the undertaking as a vital step toward converting the state's agricultural resources into tangible wealth and prosperity, the Governor asserted that Benue must reject its historical role as a mere supplier of raw materials. Instead, the administration aims to establish the region as a competitive center of production, processing, and value creation, backed by institutional support and strict demands for transparency and accountability from the investor.

Preparation for the agreement involved extensive institutional alignment, coordinated by the Executive Secretary of the Benue State Investment Promotion Agency, Johnpaul Kpenkaa. BENIPA successfully steered 13 relevant ministries, departments, and agencies through rigorous technical reviews and investor engagements to position the state as a major agro-industrial hub. On the operational front, Rexzodeneh Group Project Manager Ramsey Ibrahim detailed that international investors, including specialized South Korean and Turkish technology partners, will contribute advanced agricultural technology and drone-based farming capabilities to modernize local production and attract rural youth back to the sector.

    Why This Matters

Transitioning from raw commodity exports to localized agro-processing alters the economic fundamentals of regional agricultural hubs. By embedding storage, logistics, and energy directly into a 30,000-hectare complex, the initiative addresses the persistent infrastructure deficits that typically cause high post-harvest losses across sub-Saharan agricultural markets. Integrating tens of thousands of smallholder farmers into a structured value chain connects decentralized production directly to industrial demand, stabilizing local incomes and insulating participants from raw market volatility.

Furthermore, the incorporation of international technology partners, such as South Korean and Turkish firms specializing in drone-based farming, introduces sophisticated operational methodologies to domestic producers. This technological infusion enhances climate resilience and operational efficiency. Institutional coordination across thirteen government departments signals a maturing regulatory framework, demonstrating how targeted state facilitation can de-risk large-scale private investments and foster long-term industrial growth in regional economies.

    Opportunities

    • Agricultural Contractors: Direct commercial openings for civil engineering and construction firms to build processing plants, storage facilities, and energy infrastructure across the 30,000-hectare complex.
    • Technology Integrators: Lucrative contracts for providers of drone-based farming systems, precision agriculture tools, and modern digital supply chain tracking solutions.
    • Financial Institutions: Structured finance opportunities to provide working capital and micro-lending products tailored to the newly integrated network of 40,000 smallholder farmers.
    • Agro-Processing Operators: Strategic partnerships for equipment manufacturers and logistics providers to manage storage, transport, and value-addition operations within the food city.
