KRA Moves to User-Owned Cargo Tracking Seals to Cut Costs and Clearance Delays

The Kenya Revenue Authority (KRA) has begun rolling out a new Multi-Vendor, User-Owned Seals model for cargo tracking, marking a significant shift in how goods are monitored across Kenya and the wider region. Under the new approach, ownership of electronic cargo tracking seals will move from KRA to traders and transporters, allowing cargo handlers to purchase their own approved tracking devices for containerised and liquid cargo. The change forms the latest phase in the evolution of the Regional Electronic Cargo Tracking System (RECTS), which has progressively shifted from physical escorts to fully digital monitoring. By opening the system to multiple vendors and enabling user ownership, KRA aims to increase competition among seal suppliers, reduce costs for traders, and address persistent seal shortages that have contributed to cargo clearance delays at ports and border points. The move is expected to improve efficiency across logistics corridors while maintaining visibility and compliance in cargo movement.
