Airports Company South Africa officially announced the appointment of Siphamandla Mthethwa as the company new chief executive officer in a formal notice issued to shareholders on Friday, 25 September 2026. Mthethwa takes the helm of the majority state owned enterprise, which owns and manages nine prominent airports across the country. The national portfolio includes major strategic gateways such as OR Tambo International Airport, Cape Town International Airport, and King Shaka International Airport, alongside several other domestic and international facilities that anchor South Africa aviation network and broader transport infrastructure.

Mthethwa arrives with strong credentials as a Chartered Accountant in South Africa and a seasoned executive boasting more than twenty years of leadership experience. His professional background spans multiple vital economic sectors, including aviation, energy, mining, telecommunications, utilities, and financial services. Crucially, his resume includes a vital prior stint at Airports Company South Africa itself, where he previously oversaw the successful implementation of a six billion rand funding programme. Furthermore, he guided the organization through the severe operational shocks of the COVID-19 pandemic by executing a robust financial recovery strategy and facilitating the issuance of a one point eight billion rand bond without relying on a government guarantee.

The leadership transition sees current acting chief executive officer Charles Shilowa step down from his executive duties. Shilowa will cease serving as an executive director and as a member of both the Social and Ethics and Investment Committees. He had assumed the interim role in July following the departure of Mpumi Mpofu, whose contract expired in May. During Mpofu tenure, the enterprise demonstrated strong financial recovery, highlighted by a sixteen percent revenue increase in the 2024 financial year and a landmark net profit of one point one billion rand for the year ended March 31, 2025, more than doubling the preceding financial period.

    Why This Matters

The appointment of a chief executive with a strong background in corporate finance and capital markets is a critical development for state owned enterprises operating within foundational infrastructure sectors. Airports Company South Africa functions as the primary custodian of South Africa national aviation gateways, making its financial stability and operational capacity directly tied to regional trade, tourism flows, and foreign direct investment. By selecting a leader who has previously engineered complex capital raises without state backing, the board signals a strategic intent to maintain fiscal independence and reinforce investor confidence in public sector management.

Leadership continuity and proven financial stewardship are essential as the company navigates ongoing capital expenditure programs and post pandemic passenger volume recovery. Navigating large scale funding initiatives without depending on government guarantees protects public coffers while imposing strict market disciplines on internal operations. As Mthethwa assumes command, his familiarity with past financing mechanisms and crisis management places him in a position to address infrastructure demands across the national airport network, thereby supporting broader economic resilience and connectivity across the region.

    Opportunities

    • Financiers and Capital Markets: Opportunities exist for banking institutions and debt capital market participants to engage with Airports Company South Africa on future funding structures, building upon the company proven capacity to issue bonds without state guarantees.
    • Infrastructure Contractors: Engineering and construction firms can position themselves for upcoming capital projects tied to the expansion, modernization, and maintenance of major hubs like OR Tambo and Cape Town International airports.
    • Aviation Operators and Service Providers: Ground handlers, logistics firms, and commercial tenants gain a predictable operational partner as the enterprise consolidates its financial recovery and pursues passenger growth strategies.
