State Plans 90MW Tana River Hydro Project: Bridging the Thinning Power Reserves
To combat a looming energy crisis and "thinning" reserve margins, the Kenyan government has fast-tracked the development of a new 90MW hydropower project along the Tana River. This strategic move aims to stabilize the national grid and provide a cost-effective base-load supply as the country faces rising peak demand and a transition away from expensive emergency thermal power.
Announced in late April 2026, this project comes at a time when the state is under immense pressure to boost generation capacity. Recent data shows that Kenya’s reserve margin—the buffer between available supply and peak demand—has dropped below the recommended 15% safety threshold. The new Tana River plant is designed to serve as a critical "peaker" and base-load facility, utilizing the river's unique topography to generate high-output energy with relatively low environmental impact compared to traditional large-scale dams.
The project is being spearheaded as a public-led initiative but with an open window for Private Sector Participation (PSP) in the construction and transmission phases. This aligns with the National Treasury’s recent push for Sh100 billion in infrastructure PPPs. By tapping into the Tana River’s consistent flow, the Ministry of Energy aims to reduce the "dispatch cost" of electricity. Currently, when hydro levels are low or demand spikes, the grid relies on costly Independent Power Producers (IPPs) running on thermal fuels; this 90MW injection is expected to lower the overall "fuel cost charge" on consumer bills and provide a more stable foundation for industrial growth.
