    EAC Adopts AI Declaration: Establishing a Multi-Million Dollar Regional Fund

    The East African Community (EAC) has formally adopted a landmark declaration to establish a Regional AI Technologies Fund, signaling a shift from digital consumption to "AI Sovereignty." Announced at the 4th EAC Regional Science, Technology, and Innovation Conference in Kigali in April 2026, the fund aims to pool resources across partner states to finance home-grown AI research, commercialize bankable projects, and unlock a projected 40 million jobs by 2035 through a broader $10 billion continental initiative.

    The EAC Declaration on Artificial Intelligence marks a strategic turning point for the bloc. The primary instrument, the Regional AI Technologies Fund, is designed to mobilize blended finance and private investment to de-risk early-stage AI ventures. By creating a structured pipeline for locally developed technologies, the fund addresses the "innovation gap" where high-potential prototypes often fail due to a lack of scaling capital. A core pillar of the declaration is AI Sovereignty—developing models trained on East African data and operating in local languages like Kiswahili, ensuring that the economic and social value of the data remains within the region. Parallel to this regional effort, Uganda is positioning itself as the continent's computational hub. In partnership with NVIDIA, Synectics Technologies, and Schneider Electric, Uganda has launched Africa’s first "AI Factory"—a 100MW renewable-powered data center and sovereign supercomputer hub. This facility is designed to host African data locally, reducing reliance on foreign servers and providing the high-performance computing (HPC) power necessary for regional breakthroughs in healthcare, agriculture, and climate science. These efforts are bolstered by the "AI 10 Billion Initiative," a joint venture between the AfDB and UNDP launched in February 2026, which seeks to mobilize $10 billion by 2035 to foster inclusive AI adoption and youth employment across the continent. Why this matters For the national economy, these initiatives move Kenya and its neighbors up the global value chain. Rather than just being consumers of global AI tools, East African firms can now build on top of a shared, regional infrastructure.
