Uganda Red Cross Society Appoints Naphtal Baguma as New Secretary General and CEO

The Uganda Red Cross Society has appointed Naphtal Baguma as its new Secretary General and Chief Executive Officer, marking a significant leadership transition for one of the country's most prominent humanitarian institutions. Announced on September 2, 2026, by Dr Halid Kirunda, Chairman of the Central Governing Board, the appointment positions Baguma to officially assume office on March 1, 2027. Baguma brings more than 20 years of professional experience spanning the humanitarian, public, and private sectors, including over a decade of senior leadership service within the Uganda Red Cross Society itself. Prior to his new role, he served as Director of Supply Chain and Estates Management, where he directed procurement, logistics, fleet management, warehousing, and asset management while coordinating closely with government bodies, Parliament, donors, and the wider Red Cross and Red Crescent Movement. His professional background also includes senior positions at the USAID-Mildmay Uganda Programme, the Ministry of Finance, Planning and Economic Development, and the Nation Media Group.

An academically distinguished leader, Baguma holds a PhD in Governance and Finance from Nelson Mandela University in South Africa, alongside a Master of Business Administration in Management and a Bachelor of Science in Procurement and Supply Chain Management. His credentials include professional qualifications such as MCIPS and Certified Procurement Professional, supported by executive leadership training at Harvard Business School and Strathmore University. The Central Governing Board praised outgoing Secretary General Robert Kwesiga for guiding the organisation through turbulent times and ensuring a smooth leadership transition, while calling on members, staff, volunteers, and partners to support Baguma.
