
Government of Kenya Signs KES 390 Billion ($3 Billion) Green Mobility MoU with Endelevu Enterprise and Geely Auto Group
Positioning East Africa as an emerging electric vehicle manufacturing hub, President William Ruto witnessed the signing of a landmark $3 billion (KES 390 billion) Memorandum of Understanding with Endelevu Enterprise Corporation and Chinese automotive giant Geely Auto Group. The proposed green mobility ecosystem targets an annual local assembly capacity of 150,000 electric vehicles alongside a nationwide network of 1,000 solar-powered charging hubs.
Kenya’s e-mobility transition reached a major industrial benchmark on October 6, 2026, following the signing of a $3 billion Memorandum of Understanding (MoU) between the Government of Kenya and Endelevu Enterprise Corporation, in strategic partnership with China’s Geely Auto Group. Hosted at State House, Nairobi, the agreement establishes a framework to construct large-scale electric vehicle (EV) assembly plants and supporting energy infrastructure.
The proposed manufacturing ecosystem plans for an annual output of 50,000 four-wheel passenger/commercial EVs and 100,000 electric two-wheelers and light mobility vehicles. To support fleet operations and address range anxiety, the framework incorporates 1,000 solar-powered charging hubs across key transport corridors, integrated with an AI-driven digital platform designed to manage up to 100,000 active vehicles on national roads.
If fully executed beyond the MoU framework into definitive operational agreements, the project is projected to create 2,000 direct industrial jobs and over 20,000 indirect jobs across component supply chains, local assembly line operations, logistics, and battery servicing. An additional 80,000 economic opportunities are anticipated across fleet management, ride-hailing services, and charging station maintenance. The deal complements recent state incentives—including duty exemptions on the first 100,000 imported EVs and a public fleet order of 3,000 administrative electric vehicles—aimed at reducing petroleum import bills and retaining manufacturing value within the domestic economy.
Why This Matters
For the national economy, anchoring a $3 billion EV manufacturing hub serves as an Engine for FX Retention and Industrial Employment and a Catalyst for Localized Value Addition. Transitioning commercial and public transport fleets from imported fossil fuels—which cost Kenya over KES 575 billion annually in foreign exchange—to domestically generated geothermal, hydro, and solar power preserves foreign exchange reserves while developing advanced technical manufacturing skills locally.
From a macroeconomic perspective, the agreement highlights the Sovereignty of Industrial E-Mobility and Clean Energy COMMAND. Transitioning from a net consumer of imported internal combustion vehicles into a regional assembly hub ensures Kenya commands its transport supply chains, leverages its high renewable energy grid capacity, and drives East Africa’s green industrialization on self-reliant, sovereign terms.
