
Kenya Targets Over Seven Percent GDP Infrastructure Outlay to Drive Smart, Green Growth

Roads and Transport Cabinet Secretary Davis Chirchir has stated that Kenya must increase its infrastructure investment to more than seven per cent of its Gross Domestic Product to address the rising demand for roads, water, energy, and digital connectivity. Addressing stakeholders in Naivasha during the fifth Annual Conference of the Association of Consulting Engineers of Kenya, Chirchir noted that the current expenditure level of about four to five per cent of GDP falls short of long-term development requirements. He highlighted that the country's population is projected to reach 85 million by 2050, placing intensifying pressure on national infrastructure networks and demanding a strategic pivot toward smart, green, and climate-resilient engineering practices.
The conference, organized under the theme of engineering transformation and resilient futures, brought together senior government officials including Principal Secretary for Roads Joseph Mbugua, alongside regulators, financiers, academics, and industry leaders such as Association of Consulting Engineers of Kenya president Gabriel Jabong'o and Institution of Engineers of Kenya president Harrison Keter. Discussions centered on incorporating advanced digital tools into traditional engineering workflows. Chirchir pointed out that technologies such as artificial intelligence-assisted design, digital twins, and Internet of Things sensors are actively altering the sector by minimizing errors, accelerating design cycles, and facilitating predictive maintenance across physical assets.
Meeting these ambitious infrastructure goals directly connects with Kenya's formal pledge to reduce greenhouse gas emissions by 32 per cent by 2030, a target that necessitates fundamental changes in how projects are conceptualized, built, and operated. Chirchir drew attention to major regional initiatives, including the 740-kilometre Horn of Africa Gateway Development corridor and broader regional infrastructure programs valued at approximately $160 billion. These developments represent substantial commercial prospects for local engineering firms. Furthermore, he highlighted operational advancements at the Port of Mombasa, where modernization efforts at berths, the deployment of advanced cargo-handling systems, Smart Gates, and upgrades to the Terminal Operating System at the Dongo Kundu Special Economic Zone demonstrate the tangible impact of technology on trade efficiency.
