President Ruto Proposes PAYE Exemption Threshold Increase to KES 32,333 and Scraps Stamp Duty on Land Deals Under KES 1M
In a major fiscal policy shift aimed at bolstering household disposable income and lowering transaction barriers for first-time property buyers, President William Ruto has proposed raising the Income Tax (PAYE) tax-free threshold for low-income earners to KES 32,333 per month. Concurrently, the State plans to scrap stamp duty fees on land transactions valued at up to KES 1 million, seeking to cushion formal workers against cost-of-living pressures and stimulate bottom-up real estate ownership across the country.
In an address delivered during Mashujaa Day national celebrations on October 20, 2026, President William Ruto outlined sweeping tax relief measures intended to restructuring Kenya’s personal income tax regime and land transaction frameworks.
Under the proposed fiscal adjustments, formal sector workers earning up to KES 32,333 per month will be fully exempt from Pay As You Earn (PAYE) taxation. This proposal significantly raises the zero-tax bracket threshold, unlocking immediate net liquidity for low-income workers, entry-level civil servants, and formal enterprise staff. According to the State, the measure directly addresses eroding household purchasing power caused by inflation and statutory payroll deductions, injecting essential spending power back into the retail economy.
Complementing the payroll relief, President Ruto announced the complete removal of stamp duty taxes on land transactions valued at KES 1 million and below. Previously subject to a 2% to 4% stamp duty rate depending on municipality classification, smaller land transfers, plots, and low-cost housing purchases will now incur zero statutory stamp duty fees. The policy targets micro-investors, SACCO members, and low-income buyers, lowering legal and administrative overheads associated with formalizing property titles.
These dual policy proposals—expected to be drafted into an upcoming Tax Laws Amendment Bill for parliamentary debate—signal a strategic pivot toward stimulating aggregate domestic demand, accelerating formal land titling, and enhancing social equity in tax administration.
Why This Matters
For the national economy, the proposed fiscal interventions act as an Engine for Domestic Consumer Spending and a Catalyst for Micro-Property Market Liquidity. Raising the tax-free PAYE baseline expands disposable income for millions of wage-earners, driving retail velocity, FMCG sales, and local manufacturing demand.
From a macroeconomic perspective, the policy highlights the Sovereignty of Fiscal Responsiveness and Citizen Economic Empowerment. Reducing frictional costs on entry-level land acquisitions incentivizes formal land registration, enhances asset collateralization through banking channels, and deepens financial inclusion on self-reliant terms.
