    Kenya’s sovereign infrastructure financing strategy achieved major diplomatic momentum in Egypt following bilateral investment talks led by Prime Cabinet Secretary Musalia Mudavadi during the Alamein Africa Business Forum. Meeting with Mr. Tamer Shafik, Vice President for Business Development at global engineering giant Orascom Construction, Mudavadi presented a portfolio of commercially viable public-private partnership (PPP) projects structured under the newly enacted National Infrastructure Fund (NIF). 

    The National Infrastructure Fund (NIF) Act—designed to mobilize nearly KES 5 trillion ($38.5 billion) over the next decade—represents a fundamental shift away from sovereign debt borrowing toward commercially funded, revenue-generating infrastructure assets. The fund targets high-impact national connectivity priorities, including the dualling of 2,500km of primary highway corridors, expansion of the Standard Gauge Railway (SGR), modernizing port logistics, expanding national irrigation schemes, and building regional digital connectivity backbones. 

    Incentivizing Orascom Construction—a premier global EPC contractor with over 70 years of large-scale infrastructure execution across Africa and the Middle East—aims to leverage foreign direct investment (FDI), engineering technology transfer, and private capital co-financing. By positioning the NIF as a de-risked co-investment framework, the Government of Kenya seeks to accelerate project execution, expand the national industrial tax base, and generate technical employment for youth across transport, energy, and digital construction sectors.

    For the national economy, courting global EPC leaders for the KES 5 trillion NIF pipeline serves as an Engine for Non-Debt Capital Mobilization and a Catalyst for Infrastructure Modernization. Transitioning mega-projects onto commercially self-liquidating PPP models protects national balance sheets, insulates the Kenya Shilling, and ensures critical transport and energy corridors are built without compounding public debt pressures.
