Stephen Kipsang Busieney has officially assumed the role of Managing Director and Chief Executive Officer of the Geothermal Development Company, taking substantive charge of the State-owned enterprise responsible for advancing Kenya’s geothermal sector. The appointment was announced by Energy and Petroleum Cabinet Secretary Opiyo Wandayi on Wednesday, taking effect immediately following a recruitment process conducted by the GDC board in accordance with applicable laws and human resource guidelines. Busieney transitions into the permanent role after previously serving as the company's General Manager for Finance and Investment, as well as holding the position of Acting Managing Director and CEO since November 2025.

His elevation places a dedicated finance and investment professional at the operational center of an institution tasked with geothermal resource assessment, exploration, drilling, and field development. Beyond electricity generation, GDC plays a vital role in facilitating the utilisation of geothermal resources for various direct-use applications. Busieney brings more than 15 years of experience in finance and accounting to the executive office. Before joining GDC in 2017 as General Manager for Finance, he held senior financial leadership roles, including Chief Financial Officer at CIMERWA Cement Company Limited in Rwanda, Finance Manager and Corporate Performance Manager at East African Portland Cement Company, and finance positions at Total Kenya.

During his tenure at CIMERWA, his leadership responsibilities extended beyond core finance functions to encompass information and communications technology, procurement, and legal operations. Since joining GDC, Busieney has risen through senior management ranks and actively participated in the expansion of the company's operational scope. In 2026, he represented GDC in landmark agreements covering geothermal development, direct-use applications, and critical minerals research. More recently, during his tenure as acting chief executive, he oversaw the development of a geothermal science and analytical laboratory situated at the company’s Kabarak facility in Nakuru County.

Busieney's academic and professional credentials include a Master of Business Administration and a Bachelor of Commerce degree from the University of Nairobi. He also holds a leadership certification from the University of Pretoria’s Gordon Institute of Business Science and maintains active professional memberships in accounting bodies in both Kenya and Rwanda. This extensive background in cross-border finance and regional corporate governance positions him to manage complex infrastructure projects and strategic institutional partnerships within the energy sector.

    Why This Matters

The appointment of a career finance professional to lead a major energy infrastructure developer highlights a strategic shift toward rigorous fiscal management and investment discipline in public resource extraction. Geothermal energy projects require sustained capital expenditure and complex long-term financing structures. By installing a leader with deep expertise in corporate finance, financial controls, and cross-border operations, the institution signals an operational focus on bankability, cost-efficiency, and accountability in executing large-scale energy mandates.

Leadership continuity at GDC directly impacts national electrification strategies and industrial decarbonisation efforts across the region. As the company expands its portfolio to encompass direct-use applications and critical minerals research, executive oversight must navigate multi-party agreements and technical scaling. A management approach rooted in strict financial governance helps mitigate capital allocation risks, assuring development partners and financiers that state-backed energy assets are managed with transparent economic oversight.

    Opportunities

    • Financiers and Lenders: Engagement opportunities in structuring capital for upcoming geothermal expansion phases, leveraging Busieney's corporate finance background to secure transparent project funding.
    • Infrastructure Contractors: Commercial openings in drilling, field development, and the construction of specialized facilities such as the Kabarak analytical laboratory in Nakuru County.
    • Technology Integrators: Partnerships focused on deploying advanced solutions for direct-use geothermal applications and critical minerals research operations.
