Globeleq Elevates Edouard Wenseleers to Chief Development Officer Amid Regional Expansion

African independent power company Globeleq has announced the appointment of Edouard Wenseleers as its new Chief Development Officer, effective August 10, 2026. Wenseleers joins the company executive committee and assumes responsibility for driving business development activities across the continent. He succeeds John Smelcer, who stepped down from the position to focus on family commitments. The leadership transition comes as Globeleq seeks to aggressively scale its development pipeline and bring large-scale power assets to fruition in dynamic markets across Africa.

Wenseleers brings more than 15 years of dedicated power sector experience to the executive role. Having joined Globeleq in 2018, he most recently served as Managing Director for Business Development and Head of East Africa, where he successfully managed operations and asset management activities in Kenya. His track record includes steering critical milestones such as the financial close and construction of the 52 MWp Malindi Solar project, the financial close of the 35 MW Menengai geothermal project, and the acquisition of Norfund’s 51 percent interest in the Lunsemfwa Hydro Power Company in Zambia. Prior to his tenure at Globeleq, he spent a decade at ENGIE, executing large-scale power projects in Morocco and establishing that company's East Africa operations from Nairobi.

Chief Executive Officer Jonathan Hoffman noted that Wenseleers has consistently demonstrated the technical and strategic acumen required to originate, develop, and deliver complex projects in demanding environments. Wenseleers emphasized that Globeleq has established one of the strongest development platforms on the continent, positioning the business to support regional economic growth, deliver shareholder returns, and reinforce energy security in host countries. The incoming development head aims to convert the company existing pipeline into fully operational assets alongside regional partners and local teams.

Concurrently, Globeleq remains operationally tied to high-stakes legal proceedings in South Africa involving the Ikamva Consortium, of which it is a member alongside Mainstream Renewable Energy, Africa Rainbow Energy and Power, H1 Holdings, and local community trusts. The consortium was designated a preferred bidder for 12 projects under Bid Window 5 of the Renewable Energy Independent Power Producer Procurement Programme. Following the termination of preferred bidder status on October 1, 2024, after commercial close conditions went unmet, a subsequent High Court ruling addressed disputed bank guarantees issued through Absa. The court interdicted the payment of R90 million in guarantees covering six solar projects due to expired validity periods, but ruled that R164.8 million in guarantees linked to six onshore wind projects remained valid for collection by the Department of Mineral Resources and Energy.
