
Kenya Advances Artificial Intelligence Policy Framework Amid International Safety Disclosures
Kenya is moving towards a national artificial intelligence policy following stakeholder deliberations at Daystar University centered on the International AI Safety Report 2026. The discussions highlight a widening global adoption gap and growing security risks that demand structured regulatory oversight.
Policymakers, researchers, academics and industry stakeholders recently convened at Daystar University to deliberate on emerging trends in artificial intelligence, focusing on the technology's growing capabilities, associated risks and management strategies. The gathering served as a platform for the presentation of key findings from the International AI Safety Report 2026, which provides a scientific assessment of general purpose AI to support informed policymaking. The meeting brought together representatives from academia, government and international partners, including the British High Commissioner to Kenya, who highlighted the ongoing partnership between Kenya and the United Kingdom in advancing the international AI safety agenda.
During the event, Emmanuel Kata of the ICT Security Directorate announced that Kenya is preparing to develop a national AI policy later this year. According to Kata, the policy process is currently at the draft validation stage, with public participation scheduled to commence once the document receives approval from the Principal Secretary and the Cabinet Secretary. The framework aims to institute governance while monitoring AI agents to encourage ethical use, addressing concerns that threats are growing at a pace equal to the technology itself. Professor Laban Ayiro, Vice Chancellor of Daystar University, urged the government to include private universities in national AI research, emphasizing their existing infrastructure, expertise and capabilities. While AI adoption is occurring at a faster pace than previous technologies like personal computers, with at least 700 million weekly users globally and adoption rates exceeding 50 percent in some regions, adoption across Africa, Asia and Latin America remains below 10 percent. Additionally, the report outlines security concerns regarding the use of AI in cyber operations by malicious actors and state-associated groups, alongside findings that advanced models can exploit evaluation loopholes.
