    Motorists across Kenya are now required to obtain electronic tax invoices for every refuelling transaction following the Kenya Revenue Authority’s full rollout of the eTIMS Fuel Station System.

    The Kenya Revenue Authority (KRA) has completed the nationwide rollout of the eTIMS Fuel Station System, introducing a new digital dispensing experience that mandates electronic tax invoices for every fuel transaction, regardless of the amount. The system integrates directly with fuel dispensers and point-of-sale terminals, automatically transmitting transaction data to KRA in real time. This means every litre pumped is now digitally recorded and linked to the authority’s monitoring database, strengthening oversight within the petroleum sector. Under the new requirements, motorists — particularly business owners and employees claiming fuel expenses — must provide their KRA Personal Identification Number (PIN) at the pump to generate valid eTIMS-compliant receipts for tax deduction purposes. Without a valid electronic invoice, fuel expenditures incurred from January 2024 are considered non-deductible for income tax purposes. The petroleum sector was specifically targeted due to its high-volume operations and historically complex reporting systems, where traditional Electronic Tax Registers (ETRs) faced compliance gaps. KRA began phased implementation in June 2024 through voluntary pilots and stakeholder engagement before setting December 31, 2025, as the final compliance deadline for all fuel stations. Fuel stations that failed to integrate the eTIMS system by the deadline face enforcement action and penalties. The authority maintains that the reform enhances transparency, curbs tax leakage, and promotes fair competition within the industry.
