Suleiman Shahbal Secures $93 Million SEZ Deal with DP World to Develop 535-Acre Industrial Hub in Mombasa

Unlocking a major private-led industrial expansion along Kenya's coastal trade corridor, Kenyan businessman Suleiman Shahbal (Gulf Group) has secured a $93 million (KSh12 billion) investment deal with global port and supply chain operator DP World to establish a Special Economic Zone (SEZ) in Mombasa.

Spanning 535 acres in Jomvu Sub-County—formerly utilized as a Kenya Meat Commission staging ground—the SEZ is projected to create 7,972 direct jobs, with 67 industrial enterprises already committed to establishing operations. Scheduled for formal execution at State House in Nairobi on September 8 in the presence of President William Ruto, the strategic partnership aims to establish a manufacturing, assembly, and logistics gateway serving East Africa.

The core asset development plans, industrial clustering, and supply chain integration tracks established under the Shahbal–DP World SEZ agreement focus on four central blocks:

    1. Developing 535 Acres of Multimodal Industrial Real Estate: Transforming leased municipal land in Jomvu into an industrial park equipped with dedicated utility connections, customs-bonded warehousing, and direct road links to the Port of Mombasa and the Northern Corridor.

    2. Scaling DP World’s Global Logistics and Terminal Integration: Leveraging DP World’s global port network and logistics management systems to lower freight handling costs, accelerate transit clearance, and streamline multi-destination export operations.

    3. Anchoring 67 Manufacturing, Export, and Tech Enterprises: Aggregating value-addition processors, assembly plants, and technology firms within a single duty-preferential zone to foster localized supply chain integration and domestic export production.

    4. Aligning Private Capital with National Industrialization Strategy: Executing a structured public-private framework supported by the County Government of Mombasa and national trade authorities to attract foreign direct investment without increasing sovereign debt liabilities.

Engineering teams and regulatory teams are finalizing site layout plans and customs automation protocols ahead of the State House signing ceremony on September 8.

    Why This Matters

For the national economy, establishing a $93 million Special Economic Zone serves as a Catalyst for Job Creation and an Engine for Industrial Foreign Exchange Retention. Concentrating manufacturing, assembly, and logistics operations within a duty-free industrial zone boosts non-agricultural exports, stimulates local supply chains, and reinforces Mombasa’s position as the primary maritime trade gateway for East and Central Africa.

For the strategist, the DP World–Gulf Group agreement represents the Sovereignty of Logistics Infrastructure and Regional Trade COMMAND. Building an unshakeable 100-year economic foundation requires total control over the supply chains, trade hubs, and manufacturing zones that anchor regional commerce. By securing foreign direct investment to construct world-class port-adjacent industrial zones, the nation hardens its trade corridors—commanding its commercial future on its own terms.

    Opportunity Sector

    • B2B Industrial Park Construction, Civil Engineering & Heavy Utility Infrastructure: High commercial demand for engineering contractors to construct heavy-duty warehouses, internal roadways, drainage networks, and high-voltage power substations.

    • SEZ Duty-Free Warehousing, Smart Logistics Systems & Freight Forwarding: Massive openings for logistics operators to provide automated inventory tracking, cold-chain storage, and bonded customs clearing within the Jomvu zone.

    • Export-Oriented Manufacturing, Light Assembly & Value-Addition Processing: Significant opportunities for industrial firms to establish production lines benefiting from SEZ tax incentives and proximity to port infrastructure.

    • Industrial Renewable Energy Integration, Rooftop Solar & Microgrid Operations: Rising demand for independent power producers to supply dedicated rooftop solar installations and energy management systems for manufacturing tenants.

    • Facilities Management, Perimeter Security Systems & Onsite Commercial Services: High requirement for specialized service providers to deliver 24/7 industrial security, waste management, and facility maintenance across the 535-acre site.
