NTSA Launches AI-Powered "Instant Fine" System to Automate Traffic Enforcement

The National Transport and Safety Authority (NTSA) has officially rolled out a fully automated Intelligent Traffic Management System (ITMS) across Kenya. Designed to eliminate human intervention and curb roadside corruption, the system uses high-definition cameras and sensors to detect violations in real-time, automatically issuing electronic fines (e-fines) directly to the offender’s registered mobile number. How the Automated System Works The ITMS marks a shift from manual police stops to a digital-first enforcement model. Violation Detection: Synchronized cameras installed at major intersections and "blackspots" capture high-speed footage of offenses such as speeding, overlapping, running red lights, and illegal lane changes. SMS Notification: Once a violation is flagged, the system fetches the vehicle owner's details from the TIMS/Transport Integrated Management System and sends an instant SMS notification containing the fine amount, the nature of the offense, and a payment link. The "Seven-Day" Rule: Motorists have a strict window of seven days to settle the fine via mobile money or bank transfer. Penalty Accrual: If the fine is not settled within the grace period, the system begins accruing interest, and the vehicle is automatically "blacklisted" in the NTSA database. Consequences of Non-Compliance The NTSA has integrated the fine system with its core service portal, ensuring that outstanding penalties have immediate administrative consequences: Service Restrictions: Motorists with unpaid fines will be blocked from accessing essential services, including logbook transfers, vehicle inspection bookings, and driving license renewals.
