Thika’s "Industrial Smart City" Bid Enters Final Senate Review
The journey to make Thika Kenya’s 6th city reached a defining milestone on March 6, 2026, as the Senate Standing Committee on Devolution concluded high-stakes public hearings at the Thika Municipal Chambers. With a final report now being drafted for the House, Thika is on the verge of unlocking over KSh 5 billion in annual urban development grants and cementing its status as the "Birmingham of Africa."
For years, Thika has operated as a high-output industrial municipality within Kiambu County. However, its rapid population growth—now exceeding 700,000 residents—and its role as a strategic gateway to North Eastern Kenya and the Trans-Africa Highway have outpaced its current administrative framework. The bid for city status, championed by Governor Kimani Wamatangi, is designed to align Thika’s governance with its massive economic footprint.
1. The "Smart City" Roadmap: What Changes?
Elevation to city status is more than a title; it triggers a mandatory upgrade in infrastructure and service delivery standards under the Urban Areas and Cities Act.
Global Visibility: As a "Smart Industrial City," Thika will be positioned to attract Foreign Direct Investment (FDI) specifically in high-tech manufacturing and green energy.
Special Economic Zone (SEZ): The county has already earmarked 324 acres of ceded Del Monte land for an EPZ/SEZ, which will house hospitals, an international-standard stadium, and a light-rail link to Nairobi.
24-Hour Economy: City status mandates enhanced security and 24-hour street lighting, facilitating a shift toward a round-the-clock manufacturing and retail cycle.
2. Financial Implications: Unlocking the billions
The primary driver behind the push is the "City Status Grant" and increased internal revenue capacity.
Infrastructural Windfall: Governor Wamatangi estimates that city status will attract an additional KSh 5 billion (~$38M) annually in specialized grants for road tarmacking, drainage, and a modernized sewerage system.
Real Estate Ripple Effect: The announcement has already triggered a speculative boom in Thika’s real estate. While this increases property values, experts warn of a 2–5% indirect hike in rents as landlords pass on the costs of improved city-level services.

4. Senate’s Final Verdict: The Deadline
The Senate Standing Committee on Devolution, led by Wajir Senator Mohamed Abass, is currently reviewing the memoranda submitted through March 9, 2026.
The Threshold: To qualify, Thika must prove it can generate sufficient revenue, has a functional Integrated Development Plan (IDP), and can provide essential services like firefighting and high-capacity health facilities (Thika Level 5).
The Final Step: Once the Committee tables its report, the Senate will vote on a resolution. If passed, the resolution is forwarded to President William Ruto for the formal conferment of the City Charter.
