IMO and UNHCR to Sign Landmark MoU: A New Era for Refugee Economic Empowerment

The UNHCR recently hosted a distinguished delegation of organizational leaders and visionaries at the Dadaab refugee camp to showcase the evolution of the settlement from a site of emergency relief into a burgeoning commercial hub. The visit provided a platform to demonstrate the "Shirika Plan"—the Government of Kenya’s pioneering framework to transform refugee camps into integrated, socio-economic municipalities. A primary highlight of the mission was the announcement that the International Memon Organization (IMO) will be signing a formal MoU with UNHCR. This strategic agreement will provide a structured pathway for IMO’s global network of entrepreneurs to invest in the region’s vast untapped markets. The delegation included a powerful coalition of partners, including iFly Air, the Human Development Fund, Islamic University of Kenya, Premier Bank, Absa Foundation, Education for Africa, and Moto Seen Africa. Together, these organizations explored how private sector expertise can empower the 400,000-strong community. From iFly’s logistical and aviation insights to the financial scaling capabilities of Premier Bank and Absa, the focus remained on identifying market-driven opportunities in agriculture, trade, and digital services that allow both refugees and host communities to thrive independently. Why this matters The upcoming MoU between the IMO and UNHCR signals a shift from "solidarity to structured action." For over three decades, Dadaab has functioned largely on a subsistence model; however, the Shirika Plan aims to unlock its potential as a formal economic contributor. By formalizing this partnership, the IMO is leading a global business movement that views refugees not as beneficiaries of aid, but as partners in trade, labor, and innovation—effectively de-risking the "Northern Frontier" for future investors.
