    Solidifying Nairobi’s status as the commercial capital and premier development finance hub of East Africa, Prime Cabinet Secretary and Foreign Minister Hon. Musalia Mudavadi appeared before Parliament’s Committee on Delegated Legislation to champion the formal Host Country Agreement for the Africa Finance Corporation (AFC). The legislative approval paves the way for AFC to establish its first regional hub outside its Lagos headquarters, unlocking over KSh 260 billion ($2 billion) in targeted regional infrastructure capital.

    Kenya’s push to consolidate its position as Africa’s financial gateway achieved a major statutory milestone following H.E. Musalia Mudavadi’s parliamentary submission supporting the Host Country Agreement for the Africa Finance Corporation (AFC). Appearing before the Committee on Delegated Legislation, the Prime Cabinet Secretary outlined the legal and economic imperatives of hosting AFC’s first regional headquarters outside Nigeria, positioning Nairobi as the operational nerve center for the institution's East and Central African portfolio. 

    The formalization of the Host Country Agreement follows a series of strategic moves—including Kenya’s recent KSh 3.25 billion ($25 million) equity stake top-up in the AFC announced by President William Ruto, raising national equity participation in the multilateral lender. Having committed over $1.3 billion to domestic energy, transport, and industrial projects since Kenya joined in 2017—including anchor debt financing for the Dongo Kundu Integrated Industrial Park and the Naivasha Special Economic Zone—AFC’s physical presence in Nairobi will directly accelerate project origination, capital structuring, and debt syndication.

    Through its Nairobi operations, AFC targets mobilizing approximately KSh 260 billion ($2 billion) in additional investment over the next three to five years. The capital deployment will focus on high-priority infrastructure corridors, renewable energy expansion, digital connectivity networks, and Special Economic Zones (SEZs). By bringing multilateral deal-making, project development expertise, and risk-mitigation frameworks closer to local capital markets, the hub directly connects domestic supply chains and young engineering talent to major cross-border infrastructure concessions. 

    Why This Matters

    For the national economy, anchoring AFC’s regional hub serves as an Engine for Infrastructure Capital Syndication and a Catalyst for Private Sector Investment Mobilization. Securing a direct regional conduit for $2 billion in non-debt, project-backed capital relieves pressure on the national exchequer, lowers country risk premiums, and accelerates the execution of critical transport and industrial logistics platforms. 

    From a macroeconomic perspective, the legislative agreement underscores the Sovereignty of African Financial Institutions and Development Capital COMMAND. Channeling regional infrastructure financing through indigenous, African-owned multilateral lenders ensures Kenya commands its development priorities, retains high-value financial services jobs, and dictates its industrial growth trajectory on self-reliant, sovereign terms.
